I think that a large amount of the community can agree that the mining skill is failry limited at the moment. Regarding that the only effective ways to train is to "powermine" rocks, or (semi-afk-ing) possibly motherload.
An (hopefully) interesting idea to maybe make the skill more interesting, is to make the first time you mine a specific rock, at an unique location, award double/triple the amount of experience.
This would promote the usage of a lot of abandoned mine areas, which simply aren't efficient enough for training.
This would on its turn also allow for new content, like a quest/achievement diary connected to it, of which the completion might be necessary for the bonus experience.
