Im a returning player who previously had an account that was 7+ years old. I really like the change of attitude towards rares, no longer can the richest players hoard them preventing others from enjoying having them (which as its been stated was never they're intended purpose when first released). The one draw back to this however is we no longer have any items (outside of combat items) to work towards. I remember back in RS2 when H'Weens were around 10M-20M, and the desire to have something that rare (which to me back then was pretty rare) kept me mining Rune until I finally afforded one. So my suggestion is this: Introduce an NPC who sells cosmetic apparel (various masks, headgear, capes, clothes, etc.) that cost tens of millions, hundred millions, and perhaps even a billion. Now the advantage to this is that the prices would be static and the JMods could control the supply, so clans can no longer buy en masse to make the supply low driving the prices higher. They would also fill the void of 'elite' items that rares left since being re-released every event which, looking back at the Rare Polls #1-3, many players didn't want in order to keep rares truly rare. With this suggestion both sides are happy, the rich elite players have items to once again denote wealth (without any harm to newer players) and those who are just starting now, or start a year from now, can still access rares such as scythes without feeling left out.
