Too much IM content is killing OSRS rather. It used up a lot of work hours. It cripples the economy. Jagex can't even monetize IM with Bonds MTX like non-IM pay to win whales can give Jagex $1,500 real money to instantly get a Tbow.

The servers may not be completely dead yet although population have been dropping a titanic lot since 2018. However, the content, that I think OP was more into as they talked about skill levels, has been really lacking.
Note that we aren't even shown anything beyond the Summit Summer Roadmap presented to us almost 14 months ago, and even that old and outdated roadmap disappeared since the March Gielinor Gazette.
We have also seen the OSRS Product Manager and most analysts departing recently. Perhaps the OSRS product is dying, not that the servers are shutting down yet.
It is definitely getting less active. But I think it will stay for a long time and maintain a steady small community and original players will always come back.

Smaller community with more reasonable MTX will probably keep OSRS alive as long as Jagex's other games do better and shoulder the owner's demands.

Don't count on that. If OSRS absolutely can't be salvaged, I bet Jagex will make a rebooted OSRS, only with a lot of MTX, no community polling and perhaps all kinds of new initiatives like NFT. Some new community may be interested.
Jagex is half a month overdue on their 2021 Companies House filing. As I remember the only time they were late filing their Companies House statements they missed their December 2012 deadline. Subsequently they filed it over a month later, followed by "An Important Message from Mod MMG"...
