I dont think you get it, but anyway theres Chromatic Party hat, anniversary party hat that everyone can have,but you can also get an actual Party on lend if you want it that bad. But in all seriousness this idea was shot down years ago for a black and orange Party hat. If your any good at the game you should be able to buy one in less than a year because its really easy to make Gp now a days. If not I guess Phats are for OG's only.
