I pointed this out for you already earlier ITT, but Jagex realized that having a 50% yes threshold for stuff like this to pass was too controversial, so they increased it to 75% even for RS3: as an example, the ninja fixes survey #2 poll in 2018 required 75% yes votes for the stuff listed in it to pass, whereas the loyalty point poll took place as far back as 2014. It's outdated to imply that the 75% yes threshold is just an OSRS thing, because it's not.
The 75% yes threshold simply works better, because it ensures that whatever changes/content is polled to be done, the vast majority is convinced it's good and thus it's much more likely that as many consequences as possible have been thought of. Having a 50-74% majority still leaves a massive opposition, even if it's smaller than the 50-74% majority.
You don't want to hear it, but the loyalty point poll didn't get 59% yes votes because people adamantly wanted the discontinued items -- it got that percentage because
there was no penalty for people without those items to vote no
. When you lose out on nothing by voting yes, why vote no, even if you don't particularly care? E.g. if the players who voted yes would have been forced to buy a past holiday item with loyalty points, I guarantee you many would've either not voted or voted no, because there are tons of cosmetics in the game already, and loyalty points are much more usefully spent on auras.
