The question has been answered a few times. Here are the details. :)
You can use all 350k on any skill. The level cap just means that at lower levels you can only use smaller amounts at a time. So basically if you have a level 1 skill you might have to do a number of withdrawals to use it all on that skill. As your levels go up the amount you withdraw will be higher.
It's just to avoid people using too much on a skill they didn't want to. But all can be used on any skill.
So to confirm...
- You can use ALL 350k on ANY SKILL
- You can have 350k in one skill or spread over lots of skills
- *IF* you want to put it all in one skill you will just have to keep withdrawing XP and adding it to that skill so it might take a few withdrawals. The lower your level the more withdrawals.
