Felt that I should start off by saying:
For any player, regardless of old or new, there are things in-game that you and/or others will find that differentiates from your opinion (like every other thing in the world). Yes, this game has its flaws, no different from anything else, but what matters isn't its flaws but rather its community. Do not let the negative nor positive comments allow the persuasion of your thoughts be the reason as to why you chose to play or not play this game. You should play this game because of "Y-O-U" not because someone else told you to or not to do so or because of some special event promo. Create a account and give it a go and see how "YOU!" like it.
Now for tips:
1. Add me as a friend in-game if you would like to. I usually only add new players to my friend list anyways. Just pm (private message) me saying "NU2RS." Or just simply reply to this message with NU2RS and I'll add you also.
2. Read the Runescape Game Guide or go to Google and search Runescape for beginners guide.
3. Play the game and learn! (This is the best advice!). Experience is the best way to learn.
4. Have fun! So what if you aren't as high level or rich as another player. Enjoyment is better to have at the end of the day anyways.
5. Remember, it's just a G-A-M-E! Don't be irritated by something in-game and please don't totally immerse yourself in it for hours nonstop everyday. Take a break, get some water, exercise for 10-15 minutes, take a nap here and there and etc.

Hey all,
1. Ask always if you need help (Forums, Friends). Everybody was a noob, so don't think it's awkward.
2. Make all useful Quests. It helps you on many kinds (Teleports, Skills etc.)
3. Read before playing the Rules of Runescape. It's necessary for a great game. :)
4. Start the game with killing Chickens and Cows. You earn there some good money. You can invest this money in your skills and new armour and weapons.

5. Search a friendly and cooperatively friends chat or clan. You will have much more fun, when you can share your success with all of your friends. Also you are always able to ask them everything you want to know.
6. Have fun and a wonderful time in RuneScape. :)

Level up your acc before becoming a member. At low levels in most skills (excluding members only skills) you'll be training on f2p stuff (such as mining tin and copper or cutting logs) regardless of if you're f2p or p2p. Also, most members activities and items require higher levels or are more difficult for low leveled players.
TLDR; train your combat level to about 50-60 and if you skill, train them on f2p until multiple members only alternatives become available. Then become a member. No point in wasting money...

Useful Tips coming, as told us to give:
1. First of all, questing. Questing is very important for many players, as some quests can be very useful and can give you advantages through the game. Quests like Plague City can give you new teleport areas, without the need of Lodestone Network.
2. Secondly, many sites around the Web may be fake. It is not advised to believe in everything you see around about runescape, as the game itself has no CHEATS and the only way of cheating is to Bug Abuse, which IS passive of punishment, probably ban.
3. As everybody knows, and JaGex reinforces, you may never tell your pass to anyone, even to your best friend, In-game or In real life. It doesn't matter, Sharing account is against the rules and you are risking the ownership of your account.
4. Buying/Selling things in real life for game money and vice-versa is not advised and also against the rules. You may never know if the people on the other side of your computer is indeed telling the truth.
5. Your Bank Pin can be your best friend. When set to reset in 7 days, you can get these days to recover your account in case of Keyloggers or Account Stealing, without losing anything valuable inside your bank account, POH, or money pouch.
6. Make friends, but safely. Do not reveal your real life important informations. This doesn't means you can't tell others your first name, though.
7. Use the forums as you wish, but following the rules. The forums can be a really nice place to stay sometimes when skilling AFK skills or even doing Slayer Tasks, things like that. You don't want to get banned from such a great community.
8. Sharing the information you have is always good. Even if you know little, you may help the ones in dire need as if they were you. Help others to be helped.
9. Joining Friend Chats and Clan Chats is always a good thing to do: A lot of people will be together there, which means a more active game. The game gets less boring.

10. Avoid being "Scammed"! Do not believe in gambling games such as Hot/Cold, Flower Game or anything like that. You may NOT get your money back, winning or not.
11. Skilling may take a while, of course, but do not fall into the Bot's temptation. These you get you nothing but a BAN, which comes sooner or later.
12. Bad language is not recommended. Sometimes you may find harsh situations in the game which will indeed make you spell unnecessary things, but AVOID falling in this temptation too.
13. If life gives you a Lemon, throw it away, it may be a bomb.
14. JaGex moderators[JMods] will have a golden crown in the left side of their names, like in the forums. Players moderators[PMods], which are players selected by jagex to monitor the community in-game will have a silver crown in the left side of their names, and Forum Moderators [FMods] are players like PMods, but instead of monitor the in-game community, they help Jagex Moderators in the forums.
15. The Grand Exchange is a great place to trade, selling items you do not need and buying items you are in need, but also is the nest of most scammers in the game, gambling games will always be around - take care with those.
16. Read game rules (or the basics, at least) clicking on "Report" at the game chat screen and clicking the various "?" there. You can also use this interface for reporting players who break the rules.
17. Saint Ignore List. To avoid getting reported for nonsense fights, ignore players who are bothering you. They won't bother you anymore this way.
18. Some Gathering and Naturalist skills are the best way to give you money in the beginning. Woking on Woodcutting, Fishing, Hunting, Runecrafting and some other skills may give you money enough for your first Full Runic Armour, which is a great achievement in this game, and also boost your total level.
19. There is a tutorial in-game which can be really helpful, and also gives you some money if you follow it properly.
20. Twenty! Oh god.
