As a long time player that was here in the days that the front page of the high scores had only four people at 99, or as the case for agility and some other stats no 99s, I believe it would honestly be the best way to go about fixing the max level issue inside the game.
This is a optional system. The only other real alternative to this problem is to increase stats. By increasing stats you are more so forcing people to train to access new content instead of the prestige system which is, again, optional.
I personally do not have time to no life 14 hours a day like I did for years as a kid just to keep my favorite stats high as possible. However, I could slowly work prestige or it is there for others. The high scores being frozen is just stupid and undermines the entire reason people used to play.
I always thought RS was the best leveling/grindy game for people that likes that niche in game play. 200M and the current high score set up abolishes that for those that have already reached the cap. The prestige system is the best way to address this and Jagex should in all honesty implement it regardless of the vote. It is what is best for the game.
I highly doubt RS will ever be a game you turn to and go "Wow, these bosses are amazing and it takes so much skill to PvP." No, we have other games for that. Jagex needs to maintain it's niche in the market first and foremost before trying to gain ground in other areas that are much more competitive.
So TLDR; Prestige is ultimately the best thing for the game. It makes RuneScape what RuneScape always was until too many people maxed. And most of all, this comes from someone who will probably never level it up.
