I voted "Yes" because this is something that I feel should be a goal in some form. I look at this and see the beauty of being able to free up more of the game to high-end players. Those who already have high skills or 99s could reset and play around with low and mid-level content.
The first thing that comes to mind is something like the Nexus, or resetting combat skills then going wild on Goblins in Lumbridge while looking for their Champion's Challenge.
This does sound like something that needs to be tweaked more than just what's in the devblog, though. I would like to have some kind of way to redeem extra XP in a 99. I echo other sentiments earlier in the thread that forcing us to get 13m, 26m, then 39m etc will promote extremely unhealthy playing styles (or even worse, botting just to remain competitive) because the levels are so far apart and require so much more xp.
I think there needs to be some kind of XP ramp for people with prestige. The idea behind 200m people is that they can repeat the high-level content to get those millions of xp; until a prestige'd skill is up to that level again, the XP will be even more painfully slow. I can't imagine trying to prestige something like Runecrafting or Agility and spending double the time on the same activities.
