Jagex is not at fault for any gamblers. They cannot be at fault for non affiliated crimes. While said crimes occur on thier servers, the players are not controlled by jagex. Therefore, the individual is a fault.
However they continue to knowingly (mens rea) provide the platform (actus reus) upon which said illegal activities take place.
They know. They provide. They have not removed the platform (method to gamble)....

What I would like to see that HAS NOT been said yet
1. Level 2000 worlds
2. Revive troubled minigames such as Barbarian assault, fist of guthix, vinesweeper, and maybe even conquest and runecrafting
*gasp. Did she say runecrafting. That's not a minigame, that's a skill!*
^ But runecrafting does need a revival. I doubt this would happen since it received a major update last year. However, the runespan combined with the EOC rendered the practice of making runes obsolete and unprofitable except for bots.
3. (This one is a maybe/consider) Some more medium level bosses. People with my levels (level 85) are not supposed to be able to kill Nex who drops level 80 gear. I am "supposed" to be able to afford and wear level 80 gear. Seems the only way is to spend my bank....

If I had to pick any ONE from the list, I would say #2. My favorite update of 2012 was the one that revived Fish Flingers. I believe you can do the same for other games
