I really don't get your question, and I don't remember giving you my consent to quote me either, but I have no rights to ask for your quoting of me being hidden as long as you don't break any RSOF rules or real world regulations (e.g. infringing my copyrighted materials but even so it is subject to the Fair Use Rule, and it may require a formal lawyer letter).

Another example is we can report bots and harmful websites obviously, but do we need their permissions to quote their concersations, take screenshots etc and report them?

Perhaps a Jmod can tell us whether I am right or not?

Everything done or can't be done on the internet and social media is subjected to fairness and equally, and even copyrighted materials can be quoted under Fair Use. Otherwise, it will be really painful and pointless for website operators like Jagex to hide all their public content if their 350 mil registered users asked them to. Thankfully to the actual laws, they have no obligations, and in some cases, unlawful to honor such ridiculous requests.
