It makes a lot of sense. We already had bugs in OSRS because of Leagues. Running Leagues, speedrunning worlds, deadman, all concurrently plus the addition of a Sailing beta would be a huge strain on game stability, as well as cannibalize the existing playerbase that's already spread between leagues and OSRS. How would they add a sailing beta, monitor the game for bugs, and take in sailing feedback... all the week before they take a vacation?
So other content like CoX they just released don't have bugs? So Forestry doesn't need a final release? There are a lot of bugs in other content, new and old. "There are bugs in OSRS Leagus so we can't have other content"?
I am talking about running a beta and release the first milestone, roadmap or whatever they want to call it. I am not talking about them addressing player feedback now.
Don't tell us they take a vacation so they can't monitor feedbacks of sailing (or other content not named Leagues), but will monitor the RSOF and take feedback from a certain user and fix their clue scrolls instead of just removing them as they told us in their last blog so they waste our time holding onto them.

None of those revolve around running multiple versions of the game simultaneously. Which was the entire point of my post.
Besides, no one is going to be giving beta feedback while they work their second job at leagues.

How can you tell everybody will be "working their second job at leagues"? I certainly can see some players rather grind Varrock guards. Besides, just by browsing through Twitch, it is not hard to see some players used to stream 8 to 12 hours or even 24 hours a day on Leagues 4 are not playing something else.
It is always nice to have other content instead of just Leagues 4 for MMORPG players to choose from. They play their own game within their own limits, and Leagues 4 isn't the only content of OSRS.
No Sailing beta this year, so until further announcement who knows when next year there will be nothing to see... at least this is what seemed like the OSRS Jmods are telling us in today's livestream.
Well, too bad... but at least we can have an earlier Christmas and Happy New Year OSRS break.

Leagues 4 is totally over now, and there was an update today... but why is there still no Sailing beta in 2024 as promised for 2023 in early 2023 developer blogs?
