Yes, checking FMR is one of the responsibilities of CM staff. As should be clear from a) how the thread was created and worded, and b) from all the earlier discussion in this thread by FMods, who all accept that it is to be checked regularly by CM staff, and c) the fact that CM staff apologise publicly for NOT checking it.
And if you're still going to be pedantic and say "but it doesn't publicly say they have to", then you're just going to have to take the word of those of us who are now, or were in the past, on the FMod team.
I suggest that you also consider that without regular review the whole point of having an FMR thread as a necessary check on the actions of volunteer moderators disintegrates. Oh, and there's the question of professional behaviour, too.
Whether FMR is supposed to be checked regularly is a non-question. It is. I'll thank you not to derail this thread by trying to divert attention to this non-issue.

This is a non-issue.
Well maybe then jagex should add this into FMR so that its known more.
As it stands, it doesnt say anything regarding how often they are supposed to check it.
Well, I finally caught up on the last 19 pages since I last posted... and wow a lot of great discussions.
As I said earlier, I support Iceberg's recommendation to move the FMR review to the community email, or set up an entirely new email for submissions to be sent to. People have mentioned wanting to see action taken, so there should be a locked thread in Community Home where LMods (and JMods) are able to post answers on it.
Also, Mod Kari has mentioned on Discord that a new Community Manager started on June 1st, 2021 (which I've spoken to). We've yet to see them on the forums, but I am hoping they are getting the training required and put up to speed with what needs doing, CM wise at Jagex. Hopefully, with this new CM on board, the work load carried by Hooli and Kari can be reduced slightly, freeing up some time for Kari.

Just posting to support some of the ideas surrounding allowing the LMods to take over the responsibility, as was the initial plan. Whether it be moving moderation review to an email based ticket or whatever that process may entail.

Ah, so that's what's kept her from FMR - she's too busy hanging out on Discord.
And Archaeox can keep calling this a "systemic" issue all he likes, but the bottom line is that the JMod assigned to FMR has neglected their duties, for whatever the reason.
'-thread still works for those people who have actually posted a concern. Mod Kari kept to the part of her deal and it still works perfectly.
Who is behind that, that doesn't matter, as long as it functions perfectly there are way less reports and way less issues to be noted.
