If this actually becomes an issue, then the right approach -- for now, at least, since we do not have an official Jagex response and we do not know if a Jagex Moderator will ever post here on your thread -- is to alert the Forum Moderators/CMs of your concerns regarding duplicate and/or misplaced threads. Forum Moderators try their best to move/lock duplicate/misplaced threads whenever they can and whenever they see it; however, as it's obvious, please remember that Forum Moderators are not obligated to action a thread.
We do need these Community-Led sub-forums and if it's true that people are posting everywhere about their issues, what is the problem there? Just like I said before, if I am able to help them, I do and then I ask an F-Mod to move the thread to the correct sub-forum so that it has a better reception and for others with similar issues to see such a thread. And, if I were an F-Mod/CH, I'd first answer their questions/concerns, I'd then lock/move the thread, whichever is necessary and I'd finally try my best to educate them for future references.
Duplicate threads are closed if the F-Mods deem it necessary and they cannot close it unless they see it, so, with that being said, the best way to nudge them is to use Forum Help. This is the same for misplaced threads around the Forums.
In conclusion, we should be focusing on how to improve the Community-Led sub-forums and the Forums as a whole, for that matter. We shouldn't be focusing on removing ANY sub-forum given the sad fact that we are already short-handed and we barely see 5-10 active users at any given time. Imagine what would happen to those active users if we removed the Community-Led sub-forums. It is not something that's ideal. Let's focus on updating the Forums software, as mentioned by Hmm, because that'd definitely bring more traffic to our community.
