Uhhh... If you change the group number in the URL to anything other than 63 it doesn't work? I tried loads of random numbers.

Oh ok, it does. It just happens that the group numbers follow no pattern whatsoever and are all high numbers...

That remains a bit of a mystery to most of us. I know there are:
-High level forums
-Clan leader forums
-Fansite staff forums
-Player Moderator forums
-Forum Moderator forums
-Mixed Moderator forums

Each of those then have their own various sub-sections. Probably about 4 or 5 for each? I'm sure there's over 20 subsections combined.

Jagex have their own CM 'test' forum and there's probably some others I don't know about too. They can also access old sections that have been archived. gone
