Going to respond to some assumptions here.
1) It doesn't matter if you are using email or your original name to login, the issue can happen on both. Having said that, newer accounts potentially face the error on a less frequent basis.
2) The issue can appear if you just logged in an hour ago and logged out or if you are logging in from a completely different account that you last used months ago. This has been my experience at least.
3) VPN works, however some VPN servers may give the same error, so you might need to switch to another VPN sever or a different VPN completely.
4) Once you get the error, do not try logging in 20-30 minutes later. Generally you will still be locked out and extend the timer. However, if you are lucky, you may be able to login. My own experience went something like this:
I first face the issue on an alt, so I think hack attempt/jagex bug, so I ignore it. It goes away on it's own. I keep facing it on an increased frequency on multiple accounts until it gets to the point that I am locked out for several hours. Thanks to the most recent DXP, I have been locked out for 1-2 days on end. The DXP also seemed to increase the frequency of this error being experienced by more players.
5) The problem is not only the fact that Jagex's security measure is locking out genuine players but the deafening silence that's accompanied it. I understand that Jagex are not in a place to share security details of their systems (rightly so) but right now the affected players do NOT know at all whether to hold out for a solution or give up and leave. Some of us have taken breaks from the game only to see the bug still persist several months in.
Generic corporate response on Jagex Support's twitter does not address the communication issue, I do not quite understand what's so difficult about making an official statement.
6) It was suggested players just cancel their subs. How does it benefit players? If there is a fix, most of us will resub anyway.
