If this were to be happening back when we used to see hundreds upon hundreds of active players at a given time here on the RSOFs, then I'm sure this would be looked at more carefully. As of right now, as it has been mentioned, these RSOFs do not receive the attention nor the activity that it once did many eons ago. I'm sure that both F-Mods/J-Mods have mechanism available to them in order to identify these alt accounts. I was able to identify two alts and it was fairly easy :P .

In any case, I do think that it's nice that there is a chance to appeal a permanent ban from many years ago through this method: Forum Offence System . I'm unsure if anyone has been permanently banned from the RSOFs recently, but if that's the case, then it means they did something really egregious. With the amount of activity that we currently receive, we should be inviting more people in, but if certain users break the Rules, they should be removed.

I am sure Jagex can tell whose alts are systematically as they can uniquely identify the computer every player uses to play their games. They don't just use eyeball tests to identify the alts.

I think FMR is receiving enough attention and Jmods care about looking into the more serious violations.

People get permanently banned? The same trolls from 5 years ago are still around.

Yet if perm bans were taken seriously, the forums would be somehow even more dead then they are now.

I dont think many ppl would be too happy about that as they are already complaining about it as is.

Not really. Trolls discourage new forum members. OSRS is by far the more popular game, but has far less active forums because the same 3 or 4 people have been trolling it endlessly on a myriad of alts and nothing is done. TBH the forums would be better off dead and gone than have jagex waste bandwidth on this nonsense.
Don't forget – RuneScape members get TWO free spins a day instead of the usual one!

Sure they might be part of the reason, but i have to say, seeing as nearly dead forum doesnt bode well either.

Id rather be part of a more active one then one like that.

Sadly i dont know of any.

I don't post often to the OSRS forums but I read the comments there all the time. TBH, I don't see the trolling alts as you claimed there 99% of the time. The reason is, unlike the RS3 forums, users in the OSRS forums rarely rarely rarely talk about the content of the game. There is really nothing to "troll".

I don't see new users in the OSRS forums other than the usual ones "looking for Shield of Arrav Partners" and "reporting bots/scammers/grievers/phishing links" and such.

When OSRS users, especially the new ones, going to the RS3 forums to compare both games, but not doing it in the OSRS forums, you know which game is more popular to the forum users already.

To get the OSRS forums more popular, all the users there should be open to discuss what content should be in the game to actually make the game better and more active. Just leave the jobs of banning whoever among other administrative works to Jmods. If the game content is worth discussing, the forums will be more popular.

I post somewhat frequently on those forums so i can say for certain thats theres a heck of a lot more trolls on the osrs forums, the suggestion one in particular, than any of the rs3 forums.

So i can somewhat understand how they are bad like i said, but they arent the main reason ppl might not visit here.
