Currently, I think Forums are well engaged and moderated. But if the Forum Team has an urge for the load to be more lightly distributed, I'd support them in that request.
Though as above forumers stated, I agree there are numerous faces that sadly haven't interacted on the community front in a while.

Traditionally, FMods dont put their own names forward and I think that is as it should be.
Regardless, how many extra FMods would we need? Forum numbers are dwindling.
Enough FMods to have a 1:1 ratio of Fmods to non-Fmods? 2:1?
I dont see why we need any more at all, least of all ones that put themselves forward.
That would encourage wannabe-mods which in my mind is almost as bad as the 'popularity contest' thing.

- Encourage Jagex staff to use the official forums in addition to Twitter/Reddit
- Release exclusive information on the forums to encourage their use
- Promote use of the forums more widely
When that is done, and forum user numbers are back to where they used to be, it will be time to consider recruiting more FMods - and the pool from which they can be drawn will also be larger.

Elected official vs. dictator
I think most people would prefer a "popularity contest" (as you referred to the democratic process as) than have someone who wasn't duly elected to their position dictating how things are to be.
I wouldn't want to see someone in a position of power who doesn't care about the community that they're dictating over, rarely interacting with them, and neglecting their duties, being assigned to the position without any care as to what the community wants or needs.
Generally the only people who aren't in favor of "popularity contests" (also known as democratic elections) are the people who know the population won't vote for them, because they're not offering what the population wants. That's why they have to be assigned to the position of dictator, and not elected.
I think forum elections would be very beneficial to the community.
