Pretty much because most of the employees are working on mobile version of RS. Really it's just lack of a lot of employees to do multiple things, making updates getting delayed. And every time a half update comes out you can see that there's not many fixing little things in the patch notes. Which comes back to not enough employees. Plus their priorities are always in question. Is MXT really more important then having a constant 1M+ player subs?
