Relisticly i think that RuneScape is currently in cash cow mode, meaning that not much more is invested but the maximum is being milked out until it dies.
It's sad to see that we went from an extremely healthy playerbase of 250k people online a day to 90k online split over 2 games 50/50.
I do believe that spins were a bad thing in general for the playerbase, but i think it was needed to maintain the game. If spins werent a thing we might not have been able to play this (lower)quality game right now.
That being said, as much as i hope for a rs4 i don't see it happening. This would require an investment into the game and i doubt that they are willing to do that for a cash cow.

I can't see jagex investing/doing the work for an [actual] updated RS. RS4 would likely have to overhaul the tick system and I don't foresee an engine rewrite as something on the table.

I doubt it. I took a five and a half year break and honestly the game is largely the same, just graphical updates and standard MMO updates. I don't think Jagex has the drive or talent to do anything groundbreaking anymore
