This Reddit thread (I will link below) confirms my observations that trying with x4 Faceted + something else (in this case: Zaros Components) will yield much more chance for perks with Rank 2:

Has anyone done any calculations on the damage reduction of crystal shield? I remember something over 4% which makes it the second best (first if you don't use protection prayers) defensive perk, but it has a cooldown which was not taken into consideration. Hi

I must be doing something wrong then, because I've only been able to make 1 Enhanced Devoted 3 out of 10 attempts, using 5x Faceted components.

All the remaining 9/10 were Crystal Shield 3... like wut?

IDK if im doing something incorrectly but i've had 10 attempts at Enhanced Devoted 3 with 5 Faceted and every single time i've obtained Crystal Shield 3

edit: also is it a good idea to use Crystal Shield 3 + Mobile on Path 3 Rax?

I doubt this possibility, but there is a small chance they either nerfed the chance for Enhanced Devoted 3, or that I was being extremely lucky earlier. It is better to fail in originality than to succeed in imitation. ~Herman Melville

Yeah even if the perk works i don't think its worth it not like you are moving around to mine like you do when woodcutting a crystal tree.
