I use voice chat programs like every time I play RuneScape.
I use a Ventrilo server from my Clan, we use it for everything: talking general things, going to bosses, activities, clan events, PvP, Clan Wars and listen to music.
I'd use a runescape voice chat if you can mute the people you dont want to listen, or a voice chat for only your clan and friends, and it will be really hard to know if someone is using the chat disrespecting the RuneScape rules, so the voice chat could be a complete failure if not using propperly, I think...

I don't like the idea much at first hand.
2 posts earlier plagueric made a nice comment on why they shouldn't make voicechat, which i totally agree on.
If people really want to use teamspeak, they use vintrillo, xfire or teamspeak already. Making a runescape voice chat will certainly be used by some people, but then again it would be great for rule breaking and/or luring.
I hope jagex makes another comment on this and how they are planning to achieve this, and more detail on how it will work. before they do that i definitely say no to voicechat.

I dont have a mic and i dont ever use voice chat i wouldnt want a voice chat for the fact my internet has a 5 gigabite usage limit and if there was voice chat it would make it go over the usage like 10 times faster i also know alot of friends that play on dialup they would** b able to play either

Personally I think it is not a good idea. As a few people have already said, the people most likely to use voice chat seem to be doing that already. Since a lot of people are using third party software to chat, RS would need to be a *lot* better at it than the alternatives otherwise players would stick to their current software of choice. There is already quite a long list of things people would like in this possible update and unless they are added, RS probably won't persuade them to make the switch.
My computer, internet connection, etc. is fine and would be perfectly capable of running voice chat, however I have no interest in using it and would choose not to if it were added into the game. That said, I can *kind of* understand why some people may prefer it even if it is not my thing.
I would suggest that Jagex simply give the Community Management team time to change the "personal details" rule to enable people to give and ask for channel names in voice chat software. This could be followed up by advertising the rule change (including the fact that the third party software is allowed by Jagex) and links to the official places to download the software (to avoid security issues like keyloggers).
That way, anyone wanting to use voice chat could let their friends know where they can talk to them without any kind of punishment. Everyone could use whatever they think is the best software. Jagex would also save a massive amount of valuable resources in terms of development time and IT upgrades by letting the companies that specialise in this area do the work for them.
It goes a little against what I have already suggested but if they were smart, Jagex could probably do a deal with the manufacturer of the most popular software identified from the poll. The idea would be that that system becomes the "official" RS voice chat software and opens the door for both companies to benefit from cross-promotion
