I think it is a perfect idea!!!
Usually we must bother with Ventrillos and as far as we all know, Ventrillos aren't for free so this opportunity - having a Voice Chat is just perfect and in time.
I 100% respect this idea!

it would be a great idea but only if you made it a sytem like microsoft, xbox, xbox live so we can mute and toggle whether we want to use it or not, instea dof having people who are 5-12 years old which you may not know play the game but still do even though its against the restriction

I'm not a huge fan of this idea. :(
Firstly, I can see that this wouldn't be useful in busy worlds - simply because there would be too many people talking! Although, this could be fixed if there was an option to select who you want to hear (and, obviously, who you don't want to hear). :P I saw someone mention the idea of hosting specific Voice Chat worlds, which would be great also.
Additionally, there would be a lot of discrimination. Many rule-breakers would use the Voice Chat feature as an advantage, and will start bullying people on the way they sound and talk. Since Runescape holds a wide range of players in its community, all of different ages and ethnicities, we would need something to prevent this.
Also, there wouldn't be any restriction on what players will be able to say. When typing to communicate, we have a filter that blocks out most forms of racism, for example, even with the Profanity Filter off. With Voice Chat, a filter wouldn't be possible - we would need a feature that can allow players to mute/ignore others.
Although, I do take into account the benefits of Voice Chat. For example, the feature would be perfect for Boss Hunting or Questing, where quick communication can be essential. Also, if the feature was free, it would save players quite a bit of money. :)

It shouldn't cost anything, because then I would much rather use teamspeak/ventrilo because they are free. Also I have few suggestions.
Some Noise level control, If someones microphone is too noisy you could see whose microphone is it. I don't want to hear noise all day when I'm at cc voice chat, because someone cannot setup their voice activation right.
Push to talk and voice activations should be included and cc owner should be able to change setting which one you can use. Also kicking should be easy and max voice should be limited. So no-one can break your ears by getting his microphone broken or screaming/shouting at mic. Maybe automatic kick if you shout at the mic or something.

Ventrilo / teamspeak isnt free. cotsts 15-60 a month deepending how many ppl can use at once

i dont think thats a good idea but there are advantages:
speak with other player much easier over the world.
you can action more quickly in pvp etc. but there are some other programs like skype and etc. that are good enough. This is what i think. :)

This sounds like an awesome idea, some things to take into consideration would be distance filters, I know Second Life has these.
The further you are, the more quiet the speaker is. That would reduce too many people speaking in one go.
Also, blocking people. You only need to be on voice chat for 5 minutes on any game to hear how people abuse the chat at times.
Apart from that, this sounds like an excellent idea for things like Clan wars, Dungeoneering, or just general chitchat.
Gets my approval.

Just yesterday I had a random guy telling me I was hot and wanting me to look at his picture on myspace.
I won't use voice chat online. I never used it and have no interest in it. I don't even chat online with real life friends. This make me worry that in the future that if I want to do any sort of group activity I'll potentially be excluded as they may require you to use voice chat. I also worry that I'll have friends wanting me to voice chat with them and then they will be angry or sad because I won't. I already had that happen a couple of times with friends that wanted me to get skype and I said no. If it was something available to everyone in game they would expect it even more and try harder.
I don't want to pay extra for something I'll never use and I don't want people trying to pressure me into using it which I know will happen as it already has happened.
