My five reasons behind why RS chat will WORK.
1) I think this is a brilliant idea. This is my own experience with chat, I think it's fine if people cuss, or what not. But, that's only because you understand the context. Sometimes they're just cussing, because that's how they express themselves. Not because they're necessarily angry. I find that people argue less when they chat verbally. Because of fear, and the more respectful atmosphere around chatting. It takes more confidence to flame someone verbally. Whereas it's easy to flame someone via typing.
2) If you don't want to hear a specific person cussing, annoying attitude. You can just use the in game ignore feature. Which will allow you to ignore verbal, and written communication from that player. You can also send an abuse report that sends a 60 second flash back, of what they have said via spoken chat.
3) Servers, servers, servers my experience has been this. Jagex server's can use an upgrade. It shouldn't hamper performance if Jagex would be willing to pay a higher price on bandwidth. Upgrading servers to modern day processing, ram, hard drive, and video card technology will easily solve the issue. At this point it's not a matter of how much efficiency these guys can pack. It's about how much $$$ Jagex is willing to spend to make this a reality.
4) Stronger community means, longer paying subscribers = win/win for the players, and Jagex. People are more willing to play a game when they can clearly express what they want said to their friends on runescape. What makes runescape, runescape is the interaction you have with the various people. Whether good, or bad. What keeps a lot of us here, are our friends. Imagine if we could talk to our best rs friend's every single day. That would make our day.
5) ORGANIZATION, ORGANIZATION, ORGANIZATION the in game chat feature should be enabled for clan chat. It would lighten the burden of management. I know from personal experience, I've been a leader of various clans.

RS community isn't mature enough.
Plus I didn't practice my keyboarding skills to type 70 WPM so some squeaky 12 year old can scream at me until my ears bleed.
Leave it as is.
EDIT: If you DO end up doing this, you should make only SOME worlds have this as a feature. Imagine W2's grand exchange if this happened.

I am going to have to give a bit of criticism here. Having a real life hearing loss, voice chat would be a physical impossibility for me (not that my internet would be able to support all that extra data). I love how the chat works in RS because I never end up excluded from a conversation just because I can't hear a word that's going on. Runescape lets me express myself differently.
To be blunt, voice chat would just kill that. I cannot possibly imagine clans with voice chat, seeing the clans I frequent sometimes burst out pages of text at rapid speed, and public? Let's not even start. Voice chat cannot be filtered either, thus making it terrible if it gets spammed or misused, even for a second before it could be blocked.
As well, there's always the internet issue, as many RS players that I've met don't always seem to have good internet, based on the comments of several friends in game. Audio requires fast internet that would not lose connection, and just because you have that kind of connection doesn't mean that your friend or intended recipient will.
Overly, I just think voice chat is one of the worst things that could happen in the game, and it'd be better off letting those who truly need it - not just those who voted yes because it might be interesting - stick with the 3rd party programs. Let's keep it out of Runescape. Thus, I say no. Just no. :@

As for people who can't support the voice chat. Just give them an option not to use it, or hear voice chat. But, honestly computers are fast enough in this day, and age to handle it. Plus, a vast majority of people. Have very fast internet connection. Why should those who pay more money in real life, for better features. Be denied of them, to me it sounds unfair, for those who should have access to them.
Those who could have access to this technology, are basically having it denied because of people who only care about their own position. If they don't benefit from it, they don't want it. Why should we bend over backwards, for a group of people. Who haven't spent the extra money on faster internet, webcams/headsts/microphones, faster computers. We PAID MONEY FOR THOSE FEATURES. WE PAY MEMBERSHIP, Why than should we be denied of something we pay extra for. Just because other don't have it?
Honestly, if you guys don't have the above mentioned technology, don't use "I don't have it, so don't let others have it" as a reason, for not wanting it. BECAUSE IT'S UNFAIR FOR THOSE WHO SPENT HUNDREDS IF NOT THOUSANDS OF DOLLARS. FOR THOSE FEATURES, AND YET ARE UNABLE TO USE THEM ON THIS GAME.
A lot of Runescape players in real life, WORK VERY VERY VERY HARD to earn money. In order to afford voice chat technology. Yet, we can't even use it on our favorite video game. That's what's messed up. If you don't know how hard it is to earn money, go work a job, and then you'll understand. "Ah, this is unfair. I spent money on a better PC, faster internet, snazzy headset/webcam, and RS membership, yet I gain no added benefit from it. Even though I spend my hard earned money on all of it."

I don't have a problem with it if you can do it w/o increasing the lag - being able to turn it off like the rest of the audio will work for ppl who don't want to use it especially if that means that it frees up resources. Perhaps making it so that you can only hear chat from ppl on your freind list or like the current chat controls, the ablity to switch from everyone to freinds only to off - as it was said there are a lot of immature ppl in the game & i don't know how you could institute a voice chat filter - that is one of the better features of this game, that you strive to keep it clean. Personally i turn all the audio off almost all the time except for the sound effect of what i am doing (combat, mining etc) & listen to my mp3 collection while i play. Now if there was some more controls on the in game music player like a play all in order or random button would be nice seeing as how if i stay in the same location for a while i will hear the same music over & over & the current playlist deal doesnt seem to hold too many tracks. Seeing as how i quit pking years ago i doubt i would find any use for it in the near future, but it does sound like a cool feature to have in case i would like to use it later. Wondering i am if it would be hard for you to do like the rest of the chat & make it only audible in a cirtain range from your position (You shouldn't be able to hear whats going on downstairs or upstairs clearly if at all & it wouldn't work if you could hear everyone on the server @ the same time) & if you can make it access our private message/clan chat systems (being able to lock it in to clan chat would be nice so as to not have to make keyboard commands or mouse clicks every time in a battle scenerio. I mean if i forget to hit clan chat b4 i speak in the middle of a battle the enemy will hear the plan... The less clicks while battling the better i always say.

Someone said "stick with the 3rd party programs" but seeing as how it is a really cool feature; i think now it may be close to imperitive that RS finds a way to make one because that way we can use the feature w/o breaking the rule that says we are not allowed to use a 3rd party program in conjunction w/ runescape to give us an unfair advantage - which was the reason i never tried getting one even during my clan days.
Oh if it does get access to the private message system then giving a written notice in the lower left w/ the rest of the game messages that "so & so activated private voice chat" so if someone talks to me who isnt near me i can have a chance of responding if i don't know who it is.

Great idea! Though, make it to where its only available through clan chats and from there have an option to turn it on/off. looking back on the discussion on facebook, lots of people agreed on cc only voice chat :)

I wouldn't mind this as long as I still have the ability to not use the utility, a given yes. However the drawback in this I see is similar to the censor. There are things that are filtered and will always be, but policing voice-chat is that much harder unless the plan is only to be within Clan Chats rather than everyone.
Another thing on my mind is latency. Voice chat without severe compression will cause for a higher ping and could potentially slow down a given computer. While this has only happened to me with TeamSpeak and Ventrilo, if it's integrated into the game maybe it won't have those same setbacks. Albeit Skype never seemed to do what the former two did with my latency.
Minus concerns over latency, what costs are going to be thrown out there should this become reality? As far as I am aware, Blizzard has in-game voice chat at no additional cost but it seems rather extreme to allow everyone to chat. How is it going to translate for maintaining the servers, new personnel and what will be pushed onto the player at the end of this web?
