Ventrilo and teamspeak 3 are a mandatory requirement of almost every decent pking clan so most experienced players do use it.
I think rs needs its own voice chat because joining public ventrilos and teamspeak servers is pretty unsafe as it gives out your IP address to admins giving them the opportunity to ddos you. It would be particularly useful to have ingame for dungeoneering where you can communicate quickly with your party.

Being able to communicate with voice chat in runescape would be a great thing.
Here's some suggestions.
Public Voice Chat:

You can hear nearby players and whenever you talk in to the mic nearby players hear you, the closer you are to a player the louder they hear you. for example if you are like 5 squares away you hear them poorly, but if you are 1-2 squares away you hear them as if you'd be right in front of them.

Clan Voice Chat:

Whenever you toggle the "chat channel" to clan chat, only people in your clan will hear what you say, this would be useful for team pking without having to download another software.
Trade Voice Chat:

Whenever you trade with someone, the public voices quiet down a bit so you can hear the other player loudly. Would be useful for quicker negotiations.

**Other things in mind**
You know how flame wars constantly occur in runescape?
well if you could communicate with a microphone im pretty sure they wouldnt instantly go: "You sad nerd fker a** kid"
I've tried saying that in real life and it sounds really lame. Saying that in person or over a microphone would only embarass yourself. -Flame wars will be cut down a bit-

YES!
This would be a great idea, dungeoneering, clans and friend chat could definitely benefit from this!
The only concerns I would have is how much is will effect the game i.e. slowing it down even more.
After reading other peoples concerns about profanity etc. etc. I think everyone needs to realize that you will more than likely be able to choose who you are talking to; and, you're going to be talking to people that you want to! (Not the spammers in GE, or the random hater).
Would love to see more on this :)

Hi,
First of all, i think it’s wonderful that you’re finally listening to your players much more for bigger ideas. I love how you guys are much braver than other online mmos (not that i play them) and are willing to take big leaps; from free trade to chat filters to voice chat. I also recognise that if the community wants it, then the players speaking will usually be someone who knows how to use a microphone, thus bringing more older people into the game (eventually creating revenue). However, what if a little kid gets his hands on a microphone and starts annoying everyone with it? I don’t want to listen to the ramblings of a 10 or 12 year old who just got upset from being massacred at the wilderness. I want to chat with my clan, as well as pop in to other clans, with the knowledge that i can talk to people who are mature, and know that this voice chat is moderated to some extent. Some player moderators may not be fit for the job of voice moderating, yet some will be excellent. This dilemma should be attempted to be solved by the community and the innovative Jagex staff. An idea of mine would be to have a vote-to-kick method.
Very briefly, privacy and language is another issue. While i maintain excellent behaviour while typing, some uttered phrases that seep out when i get smited for a 880/890 lifepoints, may or may not be (a) representive of my normal behaviour, and/or (b) not suitable for little ones’ ears. Reporting me for this would not be fair; and submitting a voice recording of what i said via the ‘report abuse’ button may or may not lead to an invasion of privacy, if anything i shared was confidential. At the same time, i don’t want someone swearing their head off to get away with just a kick/ban from our voice channel.
Good luck. Please think of these problems as a challenge and not a deterrent.

Horrible idea over ip voice chat is horibble withe lag created by a game. look at Wow for instance it has horible over ip and yet it made skype/Ventrilo look better by comparison.
Waste of time. also easyer to harrass people and or get info from the VIA O i can hear there voice i can trust them now.
Not like 16 year olds arnt ****** preadators
Honestly Skype/Ventrilo are made for this and runescape/jagex if gonna make them loce a fraction of there money. Like its gonna be comparison to them but people are lazy.

It's an interesting idea and one I'd definitely love to see appear in Runescape, but how would it be monitored, managed and moderated? Definitely wouldn't want to see any of those voice bot/spammers which use soundboards to disrupt some popular voice servers become the new tool for spammers.
