I think one of the strengths of rs is to have a writen clan chat and would not want to see this become obsolete.
Also many clans suffer fom the occasional dispute between members or interlopers who drop in just to flame and spam, these problems would be much worse if it was audio.
lastly as jagex has a no foul language poicy i think it should think twice about hosting voip (which could not be censored) if some friends and clans want to use voip that is outside of the game and up to their own descression.

The voice-chat system, im sure, would be optional.
Perhaps even just set to a certain group of worlds.

It would be a half good, half bad
Good - Easier to talk to friends while doing something boring, e.g. Skilling, and also may help out with clans who hunt bosses ETC
Bad - People would argue over it, There would be feuds set left right and center, and you may also have the players who just like to swear all the time
Overall - I think it would be a good idea, to give a trail and see what it goes like, it could be like another clan chat, but you must be invited to join, You must of thought about it like that already though.

I think having voice-chat would be fun!
I would be interested in how it would work should it be implemented.
Only problem I'm worried about is monitoring chats or trying to make it the same "atmosphere" as in chat.

It's not a far stretch to say that most of runescape's community is around 12-13. I've played other games with built in voice chat, and it's this age group that ruins the experience for everyone else. Immaturity is rampent. Most feel the need to talk out everything they do. Then with the 'convience' of voice chat it becomes required in order to do anything group related. Becomes a huge resource hog on computers.
Jagex's resources are all ready stretched thin without having to deal with scammers, profanity, and personal info such that arrise with voice chat. "Your god's dead next time he's in a world event. "

I don't use any voice chat with runescape currently because of the hastle to set it up but I think it's a great idea and would use it all the time if it were in game.
I can imagine it would be great for dungeoneering and BA. Not sure what else I can add, well there would have to be quite strict controls for the person who sets up the voice chat because it's easy to spam audio with music, nonsensical gibering or unwanted swearing. Besides that I see loads of in game applications.
May I add, do it do it do it do it!!! plz :D
