No offense to anyone but voice communication is a key element to almost every game, in game voice chat might be used by some people if it is designed well enough, but most likely they will continue to use the current system they have. Jagex if you really want people to use your possible in game voice communication you really need to out do yourselves and make it worth by making it well and not raise the ping rate up any higher.

No. Just... please, no.
I am strictly bound to the rule of not giving away ANY information that could be considered as "personal", such as where I live, or even my age or where I just went on vacation. I would certainly consider voice/accent as a "personal" detail, and I would not want to give it away.
Also, it'd be really annoying if you went to a highly populated area and everyone was talking. It'd simply be madness.

Those voice chat servers of programs like teamspeak, xfire can easily be cracked, but the problem is, not everybody can do that so i apprecciate it if there will be a voice chat server built in runescape so players don't need to slow up there cpu by just running a second programm this can be really anoying because runescape uses a huge percentage of your cpu memory

Voice chat in RuneScape would definitely be a useful tool, but I am perfectly content the way it is. I mean, the yellow sentences above your avatar's head are one of RuneScape's signatures.
I am not against it, I use voice chat on other online console games, and it is really useful. It makes it easier to communicate, which could be either good or bad.
Swearing, profanity and verbal abuse would be a huge problem, unless you can somehow decide who you hear and who you don't.
Questions:Will it be a members' only feature?
Will I be able to decide who I hear and who I don't?
Will I be able to report people who abuse voice chat?

A voice chat addition in the game would be a BEASTLY addition. As you know, not all of us have a self built supercomputer (<--- dis dood). I have friends on Runescape whose computer slows down horribly or even crashes if both Runescape and Skype ran simultaneously. I assume we can all agree that voice chat during organized events makes things much easier. For example:
Soul Wars- Calling out the color or field command on voice chat is much more efficient than making >>>>>> Message <<<<< to try and get the clan's attention.
Wilderness- Whether doing a clue scroll or pking, it is much more efficient to verbally tell one another where a fellow player is located and characteristics of that player.
Boss Hunting- I assume we've all died at least once at bosses such as Kree'Arra and the Corporeal Beast trying to offer our fellow hunters supplies when people are having trouble staring at the chat box. Verbally transmitting these offerings will allow faster responses, thus more efficient supply transfers between kills.
Quests- Have you ever tried typing how to solve a puzzle such as that of Elemental Workshop III? This one is self explanatory.
Realize that if a voice chat option is incorporated into the game, it is possible to attract even more players because there are a vast number of players who log on to Runescape as a form of Social Second World. Typing LOL does not convey the same feeling as an acutual "WAHHHHHHAAHAHAHAHAHAHA"

Management of this voice chat to prevent utter chaos can be as simple as the usage of Clan Chats itself. Just as the basic rank for acquiring loot can be controlled, one can choose a basic rank for people within a chat room to be allowed to talk.

I find this function to be futile. Just as one must expect death and loss when entering the Wilderness, one should expect vulgar language in a chat. A kicking option perhaps?
