I see more problems than benefits with implementing a voice-chat in RuneScape. While communication is important, I don't think this would be a great idea, since there are great free voice-chat clients out already.
-Rulebreaking: How would you guys at Jagex look at reports against microphone users?
-Lag: Would keeping the voice chat on slow down the game significantly? (Due to slow internet-connection or high server-ping.)
-Quality: Would RS cut down on the sound quality?
-Finally, would this be as annoying as playing a game on xBox Live, X-Fire, Steam, etc.? (For those who don't know, whiny kids with cheap, low-quality microphones are not uncommon. People talking too loud our using a foreign language is not a rare sight, either.)
There are lots of great voice-chat clients out there already. I think you should focus on developing new activities or quests instead.
