Rest assured, I am a person with a large amount of patience and tough skin. It's less about hurting feelings (me or anyone else) and more about the image you're trying to create by using harsher language than the situation calls for to simply misrepresent what is actually going on, that's the issue here.
As an analogy, we don't call schools, boarding or otherwise, or daycares internment camps even though when they're dropped off, children are technically not allowed to leave for the day until they're collected again or allowed to leave at the end of the day, why? Because its unnecessary harsh language that misrepresents the actual reality of a given situation.

No, that's not accurate.
Anybody travelling through Canada on a layover and catching a connecting flight just needs to stay within a certain area of the airport for their next flight (as has always been the case)
As of the new measures implemented today, which is what we've been discussing, anybody arriving into Canada by air must now pre-book in advance their 3 night hotel stay at one of the approved hotels. The exact number of nights depends on when their results come back from their test upon arrival. For a negative result, you return home providing you have a quarantine plan & for a positive result you spend the remainder of the 14 days isolation some other government facility, facilities of which aren't new. They've been in use for a while now, more so for individuals to voluntarily stay if they don't have a suitable location to isolate (e.g they live with a vulnerable person).
So realistically, for most arrivals, they'll spend their time at the hotel awaiting their negative test result at which time, they return home or leave the hotel to finish the their remaining quarantine period (as per their quarantine plan, which also isn't new). In the minority of cases that happen to test positive, that's when they either quarantine in a suitable location or a government approved facility.
Or, just don't travel and avoid all this kerfuffle
