I think culturalization could lead to tolerance or intolerance. For example, by using mild changes, people aren't as likely to be defensive or shocked and react to it, but it could also hurt culture because it somewhat hides or conceals truth or meaning.
Is it censorship? Yes, depending on how it is done. I think culturalization can ruin a lot of games. Some games are only fun, say, because they are violent (or insert other elements to be culturalized). Some are offended that such things exist; others are offended that such things are seen as offensive or changed.
That is a tricky question about game localization. Some local audiences may not understand a game if it is not localized because the concepts don't exist or the language doesn't match.
It is tough to say whether I agree or not. It might depend on the game. If the game is changed, it could be ruined or might turn out better.
The abstract idea may still mean the same thing even when appearances look different. For example, the idea of violence is still the idea of violence whether one is playing a character stomping on mushrooms, throwing turtles, punching cows or humans, or shooting humans or aliens. One can cushion it to make it palatable or not, but ultimately, it is still violent, sexual, etc.
