Half the game is spent standing around in a base, occasionally going out with retribution to deal some damage. For both sides, excluding some high level one itemers, or the occasional ancienter.
Quite fun and quite good points, I suppose? (Sarcasm)

I've seen it in MANY games where both bases are being attacked at the same time. I was sneaking around fogs throughout the entire field and didn't see a single other player outside of there.

This is the exact problem I see way too often. All the high combat players not attacking each other but instead attacking each others bases. The lower level combat players become trapped in their bases and then there's alot of.... standing around.
If the Mystic in each base helped defend the base by casting high level mage or range attacks at the enemy players at the base or the base itself lowered their combat stats, the lower level combat players could actually come out and give a good fight.
Just sound much more fun to me.

support i would like a skill based mini game to be more focused on skill and not cb altho i might do something differnt then what your doing like
1. make it so a level 136 with a level 5 dagger cant keep 1 item on death(mabyif they only have 1 item they cant keep 1)
2. make it alitle harder to get cb suplies up
3. make the barricades stronger i put up a level 5 cade and a fwe 100s kill it in seconds
but i do agree with your defensive base idea maby your leader guy at start can cast spells or something out at people in his sight

I do not support.
If you want non-combat sc, go and play non-combat sc. Don't ruin it for normal sc which legitimately encourages combat.
Just because your combat level is too weak to stand up to lv.99 ancient mages barricading your base, doesn't mean you should ruin the game in order to make it easier for you to skill away pointlessly. Non-combat sc exists for your tastes.
If you do not like combat;
1. You are missing out a vital aspect of Runescape.
2. You are missing out a vital aspect of Stealing Creation.
3. Try barricading their base with ancient magicks! Assuming your account is competent enough to use ancients. If it isn't, that's your fault.
4. Stealing creation isn't about skilling. Its about skilling WITH combat. If you don't fight in stealing creation, you are losing the point of the game. ITS NOT A GAME FOR SKILLERS. Its a game for WELL-ROUNDED players.
Pures, skillers, and whatnot will struggle (pure less so but hey). Its the price you pay for handicapping yourself and being a skiller, and not training yourself in the ability to fight.
However, I am interested in the concept of having defences around the base, but how much damage they would inflict remains to be debated.

I'm not sure to who your comments are intended. I find it hard to believe this is intended towards me if you have read through the thread at all. Below are some of my statements.
From page 4: "That's not what I want at all. Pking is a great part of the game."
From page 5: "Again, I have no problem with the combat side of the game and don't want to change that."
From page 7: "I couldn't agree with you more that it is popular because you can fight and fight all levels without any risk. I have never suggested that that be changed. And I do have 99 mage and enough defense to kill any level player with some good tactics. That's a great part of the game."
From page 7: "I was really trying to come up with a way to make the game better for skillers while taking nothing from the combat."
From page 9: "I don't want to play a skilling (or non-combat) game. I love the combat. Please read through the thread as we thoroughly discuss this."
From page 9: "And as I've stated numerous times I have no desire to eliminate or limit the combat in the game."
From page 10: "The goal of the suggestions I'm making is in no way intended to limit or restrict the combat in the game. I think the open combat between all levels is an excellent part of the game and I would hate to see that changed."
And a comment from the previous page: "And thanks for the tip of world 70 for non-combat games but I really prefer the full combat version. If I'm going to play a non-combat game I usually play in an all 80+ skills clan."
