I like your ideas!

acts occasionally as an off-hand in terms of damage is nice but i'd prefer an effect you can control and time when it happens, which is why having the shield change an ability slightly or have a special attack is more appealing to me personally.

heal entire bleed is pretty awesome!

I think the anticipation buff is a little bit weak but still better than nothing.

with the last one, I wouldn't really like it for pvp but for bossing, sure!

Really not that much different than the rest of the PoP gear other than the fact the equivalent t90 isn't repairable for the main parts.

I have unlocked full tetsu and I have 84 defence, I cant even wear it yet!

I'd personally downgrade to a ports shield if it had a nifty passive/effect. It'd be a lot like a spirit shield or defender option.
