To be more transparent moving forward from they should make some sort of pool of possible treasure hunter promos and whenever they need to sell a bunch of keys, pick from that pool of promos. When a special promo is first ran, its percentage chance to be rolled gets put in at a probability of 50% compared to all other promos into the pool. Every time it a promo is ran after that, the odds of seeing that promo again get cut in half. When the pool of promos drops below a total of 50% a new promo is created and ran next time. This way players know exactly what the odds of a certain promo being rolled are, and the promos get more rare every time they run.
An issue would come up with renewing a promo like rainbows end which they seem to love to do(players love this promo as well). Which I think at this point, it should be heading towards being discontinued(maybe 5% to get a few more in). If they wanted to make more rainbow items, they could always just make a rainbows end v2 with new things.
This is the only way I think they could be fully transparent without causing price shocks to the market. Promos cant run indefinitely because they won't sell any spins and they cant just say "promo is discontinued."
This "promo pool" would only be for a week they decide to run a token promo. Otherwise it could still be anything else like crystal capsules, regular TH, special lamp promo, portables, etc. Seasonal promos could be rain, but they should tell players when it would be discontinued by.
