Short term this will shift focus toward these items so ppl can either buy one of the following rares or get a classic rare for cheaper.
Adding new rares might be a good idea after we get new high tier pvm content. Why not add a black and orange partyhat to keep the balance, make them obtainable by a non-tradeable cracker and then change the christmas cracker name to "Festive Cracker" or "Party Cracker" and add those new phats to the table.
As for hweens the set of 3 seems complete imo.

Something that I think might be interesting is hero weapons with niche abilities and boosts like the hero items, or maybe a cape...or is that what the max cape+ is for lol-although if it was a cape it could maybe be act like a max cap/comp. Maybe a pocket slot item would be best suited.

re-releasing rares, same situation
the idea that they can't ever re-add existing rares on banned accounts is kind of silly
if
it comes to the point where most of a particular item is on banned accounts. Especially if the player base grows significantly. Of course they shouldn't reintroduce them such that the rares to player ratio is the same but if there is the need to restore the item count partially then they should. The best way would be to manually sell them to players at the going rate perhaps on the cheaper side of things, then it would be more of reintroducing those certain items (not all) to the market rather than re-releasing them in a way that they are technically not discontinued (at least for that time). Any ideas like this will obviously be seen as re-releasing rares still and met with backlash that's why it is probably best done covertly.
Will there ever be an inventory related need to reintroduce a rare to the market? Maybe, maybe not.
The suggestions below are things that could be changed now though with the first just being a QoL update, and the second is an item rework to improve that item without worrying about the implications that it might have on rares which it really shouldn't have any. That's something that should be polled though because maybe people like the item as is.
I'm not sure if anyone has floated this idea, but I think they should consider looking into an algorithm that is able to keep tabs on each individual player's wealth, and cap it at a certain point. There shouldn't be anyway around this; the player can be happy with a reasonable number (say 75-100B bank cap).

That wouldn't work. Someone can have like alot of wealth without any rares and that 100b cap will prevent them from picking up items while pvming or skilling for example.

True, it wouldn't allow for picking up other items while skilling or pvming, but there has to be a way to de incentivize certain players from manipulating other players for personal financial gains in the first place.
I think that's sort of the core of the issue; i haven't really bothered complaining about the rampant problem we are talking about before because i think the very behavior that is fostered in a "free market" is "profit profit profit above all else", so naturally you're going to have players lean towards malicious practices to benefit themselves because it isn't illegal, it's relatively commonplace, and it's almost encouraged by the market itself because the only rule of law is profit.
I really liked someone else's idea of adding wealth/trade taxes (no, i havent played any other MMO lol so I havent seen what that might look like), and I also like the idea of very strict tracking of individual trades on these high value items, and a higher degree of transparency, but there also aren't that many players (from what i can tell the percentage seems relatively low compared to other players) that can even afford to be, or are interested in, trading in high-value rares to begin with.

The current cape of several trillions is good....They might as well just remove currency entirely from the game if they want to cap peoples' banks.
