Overtime it will rise, even with hoarding it needs demand from the average player, which is difficult to get as the state of rs3 is in decline. I have had 3 friends quit over the year I myself moved to osrs lmao. But it's a safe storage of pixel wealth unlikely to be rereleased anytime soon.

-micro transactions
-combat system
-cheating/bug abuse
-empty worlds/not enough people playing the game
-pvp death due to combat system
-minigames death due to combat system
-game becoming to complicated. Isnt there like over 100 different potions by now and over a 1000 new materials that blizzard comes up with every time they have something new

If it can be only 1 reason then i stick with combat system.

There is only 1 thing in runescape. Learning the mechanics and grinding all the high level bosses. That really is all the game is about. If that isnt for you, then the game doesnt have much to offer.

Any reason for decrease in price?

Yes, it's called physics. Initial conditions matter, after that point it lives its own life. (at least that's what chaos is according to presently available knowledge.) Despite we tend to look for human interactions behind every trendline. Dare to think oppositely, that our actions are not the source of changes, but rather projections of some background rules set in advance.
Everything, ranging from sub-atomic particles to galaxy clusters, has its dynamics predefined. And then there are people claiming that systems like economy, society or other human sub-systems are in our hands.

We are getting cheek-clenchingly close to these very chad, very unique, very special, very strong party hats being worth less than the very virgin christmas tree hats.

Very interesting.

But really I'm back here hoping to pick up some investment advice on the FSW halos (both variants). I'm intrigued by their potential market impact, especially if Jagex goes ahead and confirms that they won't return.

Huge ammount of them came into the game, kinda expected to struggle even though I didn't expect them to fall under 200M for sure. Christmas tree hats are much rarer despite their looks.

Challenger halo - this item will be limited to 2,958 and it's rarer than Black santa hat for example but it doesn't look too great, Jagex needs to update the item and then it would have really big potential.

Halo of returning - you can still obtain this item for a month+ and current number is 3,511. It looks decent and I'm pretty sure less than 10K people will actually make it at end. Currently rising a lot in price, think people really really like it.
