Absolutely, I would just add vast, vast majority of those players were legit. You didn't need any requirements and it was pretty much afk without a lot of time spent. I made 113 of them playing normally.
Don't compare your "normal" to what's normal for others. I had enough after making 3 of them, as each took me few days to get.

Surely, there were some players who went for 10's of them but I think that vast, vast majority made between one or two hats on average if ever.
Everything, ranging from sub-atomic particles to galaxy clusters, has its dynamics predefined. And then there are people claiming that systems like economy, society or other human sub-systems are in our hands.

You definitely didn't get 113 of them by playing "normally"

You had to create 113 accounts, member them, and whatnot. That's a lot of effort, and not "normal" :)
