Jagex's transparancy and clarity on the discontinued status of items is currently not acceptable and should be improved. There are three options that Jagex can choose from regarding item status:
1) Discontinued. This item will never return again.
2) Returning. This item will return some day again.
3) Undecided. This item may or may not return some day again.

The problem that is that Jagex routinely sits inbetween all three options. Why? My guess is that they do it to stimulate speculation, artificially raising the price, and then re-release it to boost key sales. People will buy more keys when the prizes are worth more.

I don't mind it when an item gets re-released when it is communicated clearly. What I do mind, is that the communication from Jagex is often so vague that it gives the expectation that it won't return. Take the Challenger Halo and the Halo of Returning for example:

- Mod Azanna, Reddit. 15 sept: "The intent with the FSW rewards is that they will be available again in the future"
- Mod Azanna. Reddit. November 16th 2022. Mod Azanna: "The goal is to bring back the rewards where applicable, in the case of specific rewards what's applicable changes. If for example, we ran another FSW in the future it would make sense to have Halos again, but we don't have that all planned out at this moment so giving a "Yes this is definitely happening" or "no this won't ever happen" style answer is likely to blow up in our faces."
- Mod ExOh. Discord. 17 November 2022. "As far as I know, the capes are set to return but the Halos and Luma won't return. I will look into this though but I am pretty sure it could be someone deciding it means something more than it does."
- Mod Frosch. Reddit. October 2022. "The plan is to bring the capes and skilling pets back in some form in the future, as many players were upset at the thought of them being exclusive. [1/2]

This is the beauty of the RS3 economy, versus OSRS' :P . Where-as the team in '07 re-releases holiday items and the like annually; the team in RS3 is understandably more fixated on MTX. I'd imagine the employees whom state discontinued is now subject to change. If you're a player looking to invest in something neat or to enter the rares market or simply have something flashy to show off, i.e. GPH/GSH/*eventitem (Halo), it should be the expectation nowadays that it may see re-release due to projected profit for the company. Frustrating for the players, for sure. The model for operation will not change however, unfortunately. - (Owner) Ornery Onions -

[2/2] "Whether that is going to be through normal gameplay or future events, I don't know yet. However, the Luma legendary pet and the halo of returning are going to be exclusive to this event.".

As you can see, the first statement leans towards all rewards returning, then the second statement is undecided. Then the third and fourth statements seem towards discontinued status. This is misleading, maybe intentionally so. Even though FSW is not a Treasure Hunter event, it is still an event where if the rewards are high price, people will play it more to get those prizes for their high value.

Why is this a bad thing?
1. It's bad for trust between the playerbase and Jagex. It may create a false hope. It also is so vague that there is endless discussion possible about the interpretation. It also makes it seem like the mods are just randomly flipflopping between decisions and do not communicate with each other well.

2. It will make people value new releases less and less. The pattern of new "rares" being introduced and then getting re-released suddenly erodes trust in Jagex and in new items. Why would you buy keys when you can get the item for cheap? If you don't have the cash you can just buy a bond or two instead of 500-1k keys. And why would you invest in an item when it will surely get re-released again. Take the halo's for example. People grinded hard for them. Their grind would be worth a lot less if they would be re-released again.

3. It will hurt your profits in the long run. The number 1 thing that causes people to buy things irl is when it's limited. You get the fear of missing out. Now many re-releases later and trust eroded (remember turkeys?), how many people get that fear now when they know it'll just be re-released again and up for pennies later?

Oh and also inb4 "haha you must've invested on a certain item and it got re-released and you lost money", no I didn't. I got shares in Carlyle Group and if Jagex keeps this up they'll lose money and tank the stock value. Overloading us with new cosmetics and re-releases is not sustainable. Regardless, this post is about clarity, not whether or not there needs to be more or less re-releases. If you need bulk items quickly, PM me ingame.

Imo "Undecided" is not really an acceptable answer either. Jagex is a company, not a loose collective of like-minded people, and can make a decision and commitment related to these items easily. Just decide. It's not a game altering thing that needs to be thought about for years or months. It's not about skills, weapons or bosses. It's simply if Jagex will rerelease a cosmetic item again. Yes or no, it's that simple. Commit to one or the other with clarity and stick to it.

If they cannot make such a simple decision with clarity given to players how can we hope that this company is competent enough or capable of deciding and implementing anything at all.
