Sad nobody asked this question to one of the mods during RuneFest.
IMO this is one of the most important issues that need to be addressed. RuneScape is small and Jagex knows it!
This is a dying game. Everything about it is just gaining XP and levels for a stupid cape, it's not about the unlocks. The skills are broken, combat system is dull and repetitive. And the MTX...lol.
To be honest, I don't think that a scale up is going to happen. However, with Tuska in World Event 3, they stated that there would be destruction and we might not be able to stop it. What if this is their answer to the problem and they rebuild Gielinor with less cities and more spread out? In my opinion, this would fit lore a little better too.

I've always thought the current continent is a bit... small.
I believe it should be rescaled, and everyone teleported to lumbridge.

I'm surprised no one's suggested (or probably have) Making a new continent in the eastern lands where they can make this happen as opposed to tearing up the ENTIRE map to re-draw it.
Our idea is simple, and we’ve dubbed it “RuneLabs”.
We’re creating a brand new system that allows you to submit your ideas for everyone to see. Each idea in the system will have a “support* button that you can use to tell us if you like an idea or not. We can then review the top ideas and examine them for possible development.
As somebody said earlier, it would be incredibly easy to create a world from a blank slate, but if Runescape were scaled up (and it should be... one day), there would need to be looooots of thinking and planning to make it work and to ensure that players are still familiar with their game. Not only just layout but maintaining lore, maintaining run distances from current skill locations, filling in unused space, there really is a huge list.
I am excited to see, us the players, fill up this new "Rune Labs" with a whole bunch of Runescape scaling up ideas, if all the creative people and players at Jagex and at home put their minds to together the result would be amazing. There could be ideas from city reworks, to new forests, dungeons, a worldwide mini-game that encourages adventurers to travel by foot, making magic teleports more useful again and new quirky travel methods.
Out of all the Runefest announcements this one excites me the most, I really hope that "Rune Labs" allows us to communicate our creative ideas far better than through the clunky forums.
Who knows maybe a mod will take charge of the Runescape up-scaling and make it his community based side project baby?
