Half of this is just...playing the game? I like the ideas of extending crafting, and that could be fit into a rework and extension to 120 for crafting.
I still think, like others, that sailing (despite probably never happening), could be a viable, stand-alone skill. If it required you to actually interact with a boat, ship, etc. through an instance (similar to dungeoneering) and allowed you to sail to areas far away (essentially just joining the Ports voyages).
The key reward would be a) access to new areas that cannot be accessed another way, b) occasionally finding treasure or spotting rare sea creatures, and c) potentially money-making through things like bringing passengers.
Training the Sailing skill could be done solo or group, but they would need to make training be based on a scaling that is exactly equal to the number of players on the vessel. This would allow solo to be the same experience per time spent as groups; this could even allow potentially dozens of people to train on the same vessel, which could be a cool large group activity in Runescape. Training this way should allow or individual sailors to get exp regardless of if others leave the instance (unlike dungeoneering, which sometimes prohibits finishing a floor - booooo).
Progression in sailing would allow for several things: greater exp gains, access to regions further away, faster travel times (and even fast-travel unlocks) and upgrades to vessels. Ports could even tie into the skill by allowing for small amounts of exp to be gained passively.
There are lots of unique things to sailing that might be ways to train, with experience coming from a successful voyage: charting a course, dealing with weather events, repairing the vessel (incorporating other skills like crafting, construction or woodcutting), steering, dealing with sails, etc.
Sailing could also easily be turned into the next elite skill (req: 80 construction, fishing, and dungeoneering).
