Judging from the news pages, it seems that it will be a bad idea to rely on Necromancy combat entirely, the way some people train Invention. Indeed, those people who won't care about training speed also won't have to kill things, although it's possible combat shouldn't be avoided entirely either for a well-rounded experience.

I recall there was an allusion to xp from Necro combat coming more slowly than for the other combat skills, particularly for beginners.

Necromancy is intended to be the 4th Combat Style in addition to melee/ranged/magic.

Although you can rely on one of melee, ranged and magic before and after the release of Necromancy, personally I don't think highly on the idea of "pures" of just 1 combat style, say "magic pures" because you will be missing a lot of very interesting content in the game.

Likewise, Necromancy "pures" are possible but not intended just like "magic" pures. For those 1-combat style magic "pures" in all of RSC/RS2/RS3/OSRS, Necromancy is a new way for them to be a new combat-style pures for the next 20 years perhaps, but bear in mind RS3 isn't likely to create content solely for such "pures". However, every player dictates their play style, so magic pures and the likes want to be Necromancy pures on an alt perhaps? Sure why not? It is your choice.

Asking if necromancy is skiller friendly is like asking if prayer is skiller friendly or if summoning is skiller friendly.

Yes, there's ways to train it without engaging in combat. But that doesn't change the fact that they contribute to your combat level, and get many of their uses in combat. Are there summoning creatures for skillers? Are there prayers for skillers? Yes. But I wouldn't consider the skills "friendly" to people that want to stay at the minimum combat level, for obvious reasons.
