I actually like most of the proposed changes. As an "end game content" player i would like some new things to work towards, and i think this would really fill my need for something more constructive to do in game.
However, I am BEGGING you to reconsider removing both quest capes. I patiently waited years upon years for a trimmed version of the quest cape (what I consider the MQC to be). I was beyond elated when it was released, and it's gorgeous. If i didn't need the stats of my comp cape i would constantly wear my MQC (hence the name) around. Questing defines my identity in this game and removing those capes makes me feel extremely devalued. Adding something new, that anyone gets for doing any category in T1 (therefore not having to do the quests to obtain the same advantage), doesn't constitute the massive leveling and time commitments that questing takes.
Those of us who have them worked specifically towards obtaining these capes. MQC has it's own set of requirements that someone wouldn't be able to obtain "accidentally" over time. We've spent hours enduring painful RNG reqs to get lore books that give us little to no benefit in game, unlocking silly requirements to "complete" quest rewards, and so much more. Moving these requirements to a "lore" category would absolutely be fine, but the reward (MQC) should still stand.
TL;DR
Please reconsider removing the Quest Capes, and the achievement locks behind them.
