The complaint is common enough. Mod Osborne points out that quests have increased in quality and length over the years (quality over quantity), even with the cost of translations into German, Portuguese and French. He also pointed out that miniquests, lore books and other story content don't get appreciated as much because they're not labelled as quests.
There is player feedback (big surveys) to take into consideration. Many players will say they want even
more
slayer creatures and bosses.
There's the argument that quests can only be completed once, while other updates can be played infinitely.
There's the shift away from expansion updates, which threw off the 2017 update schedule.
Hopefully Jagex moves to the one-quest-per-two-months plan, but they can never really have enough quests.
