"Quality over quantity" is just an excuse for laziness. Refusing to use existing areas for quests when many, many good ones were only or almost only in old areas. They way things are done at Jagex has clearly changed, and a quest is a year long project instead of sitting down and getting them done at the rapid pace we saw before.
It's ironic that the company that has said they probably won't do any more world events because they are a lot of effort for a one time thing, puts excessive resources into areas and cutscenes only visited or viewed once (and most still aren't that good).
How many quests did we have in 2008, the year While Guthix Sleeps, in many people's opinion the best quest was released? 19. And they weren't a bunch a 5 minute quests either, they had an impressive roster of medium and long, enjoyable quests.
Instead we get 6 quests in 2017 including a 5 minute Menaphos quest, a 0 content errand quest, 2 unfunny "comedy" quests pissing on lore and continuity for a some puns a 6 year old might laugh at and one I can't even do yet because it requires 100 odd hours of rep grinding
You'll get it when you deserve it.
