The wording on this reads to me that they will make more content like the Stormguard Citadel (e.g. story coming in alongside other relevant content, like with Archaeology at the time). Not necessarily that they specifically will make more content in Stormguard Citadel.
Not to say they can't do more with the stories introduced there of course.
Possibly so too, as Stormguard is not the only floating landscape. For instance, the Empyrean Citadel is another one. No saying they can't make more content like Stormguard and Empyrean in the mid air where Aviansies are logically related to, and us World Guardian are able to fly to.

Don't forget the Clan Citadels in general. Honestly, it would be awesome if they made a new Citadel for the Aviansies that are on Gelinor. Perhaps even make it where Rite of Passage takes place.
Come the Sixth-Age, the world will need the World Guardian.
ROP may have never been a part of it, but I am happy to have seen all content Mod Raven has made over the years.
I believe it is roughly 9 years now since it was first teased. It has been interesting to follow it all, speculate and see other related content. Not the least to keep up this thread and to meet Raven at RuneFest with friends in 2016
There is sure to be content with Armadylean/Aviansie related things in it in the future, but I imagine that this puts a nice end to the ROP saga.

Very exciting news overall! He's done some great stuff in RuneScape. Though it should be noted he will not be working directly on RS3 this time, but something else.
Therefore any impact on ROP chances are very low, but it will be exciting to see what he does

The chance for Rite of Passage is already very low after EGW. We can still have quests revolving around Stormguard and Aviansie though.
As for Mod Raven returning to Jagex. He is said to be working on an unannounced project as its Lead Narrative Designer. It probably is the new Jagex Survival game which is also set in the Runescape Universe. So, there a chance he can still be working on Rite of Passage over in that game, and the inspiration can be going back to RS3 in a crossover too.
BTW, Mod Raven left with Mod Shrike together and they have returned to Jagex about the same time now with Mod Skrike working on RS3 again. If Mod Raven's ideas on Rite of Passage are still good in 2023 I guess he can communicate with Mod Skrike and have her narrated them in RS3.

The chances may be low, but I think there's a big potential to tell the stories they have set up here still, once/if they decide to go for it.
Even in a post 6th Age world, this is an Aviansie quest first. And nothing truly prevents us from visiting Tarddiad and Abbinah to to explore their new story. I think there's a pretty awesome set up that can give us a great story with this concept of home and migration.
Mod Raven being available within the company makes the friction of getting the process started much easier, no doubt
