That won't happen for at least 2 more years. While the game was released in january 2001 (which for itself isn't 20 years ago yet), the account creation date wasn't tracked until february 2002. Improvements: Tooltip / (F2P) QoL v2

We've got like 2+ years. I don't think they'll even have a concept for it in the short term.
We already know that it's going to be similar to the 15 year emote, just with XX instead of XV

Just wait a bit longer and bugger Jagex next January.
Considering the game itself will be 20 then and they will likely post about it.
