I’m not sure where you got your information from but there is - to my knowledge at least - no reason to believe Rowley or anyone is working on Elemental Workshop or will be in the future.

They have even bigger plans than EGW, Zaros, Erebus as they have hinted on bigger threats and even bigger threats after it from a Lore Q&A livestream.

Getting an NPC to look upon the World Guardian as a role model is a great idea... Batman and Green Hornet need a sidekick or two too. ;)

This "bigger and bigger threats" is a rubbish method. The first sort of 'global' quest threat was Lucien; he was defeated and replaced by the Dragonkin. Their story was just dropped and replaced by Sliske and the gods and (haha) Tuska. Then it became Xau-Tak. Then it shifted to Dragonkin again, but not the same Dragonkin as previously (rampaging Necrosyrtes and Robert the Strong story). Now it's the elder gods. That's going to be wrapped up this year, it seems, and we've got this Erebus business. I want gnome quests! :(

Nope. The biggest threats certainly won't come from gnomes as Jmods joked about they can't tell the players things like penguins caused all the troubles in Gielinor.

So, no gnomes and penguins as bigger and bigger threats but they did hint on the Karamja God and Queen of Ashes near the end. I will be really surprised if we don't see Tumeken too. There are a lot of very old and noteworthy lore than gnomes and penguins and we should see them sooner or later.

For the record, Jmods said petty characters like the gnomes may appear on some future quests, but they won't be the cast in the last Q&A livestream.
