Some of the game jam stuff was never exactly "promised content". I usually put more stock into something the devs would say at Runefest (even if it took years to get into game).
Sometimes, the idea may have just been for fun or to flesh out a story concept or to trial/dev some software tool rather than to full on release something. (though kinda wish they applied that logic to the Evil Dave sequel … if it wasn't for the largeish xp rewards … that quest would be 100% bad)
