By all accounts, it seems to me your average Arposandran gnome has a pretty normal view of things. Nevertheless, we should not forget their involvement with the Red Axe. Even if only a minority of Arposandran gnomes were involved with that debacle, the fact a diplomat from the city was seeing Hreidmar means something would've gone down had the player not interfered.
Now, as for your contention about the Gnome storyline being finished. I disagree. The storyline most certainly is not finished considering Bolrie will call upon the player for assistance at a later date similarly to how Bill Teach asked the player to wait and train up for the next time they'll be needed. I believe the issue lies with the scope of this project, Jagex's confidence in the finale, and player expectations. Prifddinas was by far the most imporant, grandest, and most successful land expansion Jagex has ever undertaken. Dare I say it, many would consider it the While Guthix Sleeps of expansions. In contrast, Menaphos was widely panned and does not see anywhere near the same amount of traffic as good ol' Prif. Then we have Anachronia, which is a big landmass that is comparably light on content. Again, not as well received as Prif, but at least it's going somewhere unlike Menaphos.
Really, if Arposandra is to enter the game Jagex is going to have to make the city stand out from its competitors. At the moment, I don't see how they can. Prif really hit the nail on the head in terms of endgame content and rewards. It'll be super hard to figure out a niche for Arposandra to occupy without overlapping content with the aforementioned expansion areas.
Like other many other questing players, I'd love to see the Gnome finale hit the game. However, I just don't see how Jagex can pull it off considering the other things they have on their plate. The more you think about it the easier it is to see why Jagex has put this storyline off for so long.
