Whilst I don't personally have a problem with bringing back old holiday items, I get that it's a sensitive subject for a lot of players.
I think Jagex really needs to step back and put it to the players: Should we re-release old
untradeable
items or not. It'd be better than cherry-picking a few random items here & there.
My opinion was, and still is, that they should have an old holiday event portal. Players then play the event and get the reward. Completing all the themed events would get you the dropped untradeables (e.g. Complete all H'ween events, get the scythe). That way the items aren't just given away, but removes the time lock window.
They could even do something that guarantees a temporary exclusivity for (e.g.) 5 years. So, players today could play any H'ween events from 2003-2017 and get those rewards, 2018-2022 rewards are "exclusive". But upon release of the 2023 event, the 2018 event becomes replayable.
That prevents an item becoming extinct by allowing new players to get the item but still requires them to actually do the same work. Plus it makes the event content itself permanent.
If you only do what you can do, you will never be more than you are now.
