Different kinds of content have different objectives. This Fort Forinthry content is clearly designed for general players with combat, skilling, questing among other yet-to-be-revealed-challenges involved. Therefore, combat is a requirement and it is clearly stated at the beginning of the miniquest - ability to kill a few level 21 zombies.
You don't have to worry about it being "dead content". Seeing is believing. Skillers obviously aren't bothered by just a few level 21 zombies. We even see Fort Forinthry becoming the 2nd skilling hub in addition to the usual one in Lumby Academy.
Are players using the content, or simply the bank for their "skilling hub"? Of course the BXP is a draw, but I'm talking about the other training methods that come with the fort.

Of course they are. You can go there and see for yourself. Why should they not be training skills there, especially prayer?
